Planning Board minutes for Thursday January 9, 2014

Members present: Maggie Leonard, co-chair, Larry Klein, Stephen Enoch, co-chair, Roger Tryon, Allan Salamon remote participation via phone.

Public present: Muriel Lazzarini, Select Board chair, Scott Jensen, Select Board, and Tom Sawyer, Planning Board appointee.

The meeting was opened at 7:11 p.m.  The Planning Board and the Select Board held a joint meeting to discuss and approve the appointment of Tom Sawyer to the Planning Board. There was a brief discussion and Lazzarini made a motion that Sawyer be appointed, seconded by Leonard, and unanimously approved by both boards. Sawyer fills a vacancy created by the resignation of Bridget Krans whose term is up as of May 2014. Sawyer will serve on the board until the annual town elections in May.

Select Board members Lazzarini and Jensen left the meeting.

The minutes from December 12, 2013 were read and approved.

The board discussed the position of Planning Board clerk. Salamon suggested having a paid person who is not a board member. There was general agreement in this regard and Leonard said she would advertise in The Monterey News. The board elected officers for 2014 with Leonard and Enoch continuing to co-chair.

The board agreed that the next area of focus be Accessory Dwelling Units (ADU’s).

The board reviewed the budget request from the Finance Committee. The request last year was for $1000 for Plan Bd. expenses and $1500 for Plan Bd. clerk. The board agreed that we lower our expense request to $600 for this year and leave the clerk request level funded at $1500.

The board recently learned that we are allowed to have an alternate on the Planning Board. Leonard agreed to check on that. There was also discussion regarding our quorum number (4) and if we can or should change it (to 3).

The board discussed strategies for discussing ADU’s including how to solicit input from citizens. All board members agree that the Planning Board needs to have an article in each issue of the Monterey News to keep voters informed and interested.

The meeting was adjourned at 8:07 p.m.
